Josephs was ruled out after he got injured when he helped Orlando Pirates beat Mpumalanga Black Aces 1-0 in a Premier Soccer League fixture at Orlando Stadium on Wednesday night.
The squad is made up of only Premier Soccer League players as the match falls outside the Fifa international calendar.
Keat has grown from strength to strength after a bad start to the season when he was responsible for Wits' 3-1 defeat at the hands of Kaizer Chiefs in an MTN8 Cup quarterfinal clash.
Keat, at 19, is one of the most promising young keepers next to Bafana No 1 Itumeleng Khune, who is injured.
Wits coach Roger De Sa, a former Bafana goalkeeper and goalkeeper coach, was delighted that his teenage prodigy is being given a chance on the international stage.
"It is fantastic that Keat has been called up. I know it is due to injuries but it shows that he is on the horizon," said De Sa.
Keat has had a rollercoaster ride to the top.
At 18 he played his first PSL match for the Students and has established himself as the club's first-choice keeper this season.
He showed that he has the character and ability to reach the top after helping Wits beat Kaizer Chiefs 1-0 in a league match three weeks ago when he brilliantly saved a last-minute penalty from Siphiwe Tshabalala in Soweto to exorcise the ghost of that MTN loss.
Keat will leave after the Bafana game to join his Amajita teammates before they leave for Egypt to compete in the World Youth Championship later this month.
Keat, plus relatively unknown Mamelodi Sundowns defender Siyanda Xulu, striker Sthembiso Ngcobo of Free State Stars, Pirates' Gert Schalkwyk and Chiefs midfielder Reneilwe Letsholonyane, who were surprisingly called up for this match, are not expected to get much, if any, game time. - Sapa
