I AM happy that at last Minister of Basic Education Angie Motshekga has indicated that the department and Treasury might not have money to meet demands for a 13percent increase and the occupation specific dispensation for civil servants.
We are all aware that recession, expanded cabinet (34 ministers plus 28 deputies), projects like stadiums and the Gautrain are taking billions from state coffers.
At the third Barometer SA session attended it was revealed that construction costs for stadiums, airports and the Gautrain have rocketed by more than R1billion.
This financial year Sars will have a shortfall of R100billion. Already there is a lot of wastage by departments and ministries, including expensive cars and marketing for departments.
There are parastatals like SAA and Denel that are unprofitable. A recent report on Denel indicated a loss of R522million but bonuses amounting to millions were paid to bosses.
The SAA and SABC are costing the Treasury a lot. Still ANC general secretary Gwede Mantashe publicly reprimanded Minister of Public Enterprises Barbara Hogan when she made a brilliant statement that unprofitable state firms must be sold.
This rational approach is irrational to the new ANC elite unless firms are sold to Cosatu's business arm or ANC cronies. With all the waste and the impact of the recession, the ruling party failed to take our people on board.
Is it not time now for the ruling party to accept that its manifesto was too expensive and that a 13percent wage offer, OSD, bloated cabinet and luxury cars will impact on both the quality and quantity of service delivery?
