The City of Johannesburg turned to the court after Samwu announced that its members would embark on protest action over salary progression.
The ruling restrains Samwu from embarking on or organising a strike, said city spokesperson Gabu Tugwana.
The city welcomed the ruling, saying that it vindicated their position that "disputes with the union and its members should be resolved through collective bargaining".
"It is unfortunate that once again the city has to contend with threats of strike action over an issue that could have been resolved without the necessity of strike action."
Samwu spokesperson Dumisani Langa said the union was disappointed by the ruling and would await the court to state its reasons for issuing the interdict before deciding on a way forward.
