The Russian Safina leads the way in the rankings issued yesterday by the Women's Tennis Association with 9070 points from Serena Williams (7807).
Clijsters came out of retirement last month to win her second career major on Sunday in New York and returned into the rankings in 19th place with 2310 points.
It was not part of Clijsters's grand plan, and that made her US Open victory feel surreal to the Belgian.
"I can't believe this happened," the 26-year-old Clijsters told reporters following her triumph after taking two years off to start a family.
Clijsters defeated 19-year-old Caroline Wozniacki of Denmark 7-5 6-3.
Serena Williams was fined $10500 (R78200) at the US Open and could face further santions after her angry outburst during her semifinal defeat by Clijsters.
