The top-up salary practice is common in former model C schools, which often have extra funds from fees and fundraising.
Motshekga recently released the proposed regulations for public comment. The regulations will now only allow this practice in specific and limitedcircumstances.
Mahlamola Kekana, School Governing Body Association spokesperson, said yesterday: "We commend the minister for finally recognising the imbalances in teachers' salaries.
"For years teachers in the former model C schools have been earning far bigger salaries than their counterparts in township schools, yet they do the same job."
The National Professional Teachers Organisation of South Africa (Naptosa) agreed with Kekana.
"The education system needs some regulation. All teachers need to be remunerated accordingly and fairy," said Naptosa spokesperson Nkwai Ramasehla.
