The riots had led to the burning of government offices, vehicles, houses and the death of a man in Mpumalanga recently.
Many people were also injured in the strife.
The forum yesterday said the recent violence had been coordinated by faceless people it considered to be part of a "third force".
"We are convinced that some of the people behind these actions were informants of the executive mayor (Clara Ndlovu)," said forum spokesperson Samora Molotjwa in a statement yesterday.
He said the forum was waiting with eagerly for the council to permanently remove Ndlovu from office.
The forum had called for the removal from office of Ndlovu and other senior officials after she was accused of corrupt activities and failing to improve service delivery in the area.
"What the forum would like to make categorically clear is that we are giving this ANC municipal led council until Friday to remove the executive mayor from the municipality payroll," Mlotjwa said.
At one stage Ndlovu was said to have resigned after she allegedly gave a "letter to that effect" to regional ANC secretary Mandla Ndlovu.
"I did not resign," the executive mayor said at the time.
For almost two months, the community revolted after rumours that later turned to be true, It was said that that R3,2million was stolen from the Thaba Chweu municipality's main account by hackers.
This week saw the arrest of about 10 people for public violence after riots broke out again at the weekend in the township, which is near the small town of Lydenburg.
A police Casspir, an office of the South African Social Security Agency (SASSA), a library, a dwelling hostel and cellphone containers were burnt during the violence.
Police spokesperson Captain Leonard Hlathi said the call for peace was welcome only if it could be sustained.
"This was long overdue and it is good that the forum has come to the decision to bring about peace. It shows maturity within the community," Hlath said.
Efforts to get comment from municipality officials failed yesterday. The phone kept ringing but no one answered.
