ANC spokesperson Jessie Duarte said yesterday: "NHI will help resolve problems faced by medical aid members who are not getting value for their money.
"Most medical aid members were underinsured and had to face huge upfront payment expenses at times when they needed their medical aids most.
"The exorbitant amounts of money paid by members were not channelled into healthcare, but were used instead for administrative purposes such as marketing."
The proposed NHI will do away with the public and private health system and result in an unemployed person - with no medical aid - being treated at private hospitals without paying a cent.
The proposal came after the ANC realised the allocation of resources in the health system was skewed.
About 60percent of the health budget goes to the private sector, which services about 7million people, and 40percent to the public sector, which caters for about 38million people.
"Premiums or contributions can cost members between R12000 and R80000 a year, while the health benefits derived from such high contributions are being cut or exhausted before the end of the year," Duarte said.
"Only through the NHI will we overcome the present inequitable and fragmented two-tier healthcare system by pooling healthcare funds into a single one."
The NHI proposal document was sent to the ANC's national executive committee for approval last month. Once the process is completed it will be released for public debate and consultation.
