THESowetan of August 17 2009 refers. The resolution to have a metro system of local government in Gauteng came as a decision of the 9th provincial conference of the ANC held at the Sandton Convention Centre in 2004.
This decision was as a result of the consultative processes that include the alliance partners who take part not only in the conference discussions but also in formulating the resolutions to reflect the views of the ordinary people whom branches represent.
Equally, the South African National Civic Organisation took part fully in the conference of the ANC and is privy to the discussions at hand.
This decision was then sent to Gauteng government to investigate how municipalities could be improved and coordinated better to be responsive to issues of service delivery and accountability.
The ANC had also resolved to introduce the matter of the separation of powers between the executive mayor, the mayoral committee and council like you have in Parliament and legislatures.
This would make members of mayoral committees accountable to council committees that would do oversight work on the mayor and his committee. This decision would only be implementable in the three metros of Gauteng.
A pilot project for this system was implemented in Joburg to check whether it works.
The complexity of the two-tier municipal system of districts and local municipalities led the ANC to resolve that this type of arrangement is not sustainable, nor viable if government is to accelerate service delivery. It therefore decided that the Department of Local Government find a way of making Gauteng have a metro system of local government in all municipalities.
