Speaking at an imbizo in Wesselton, Ermelo, Manana conceded that a lack of knowledge created uncertainty among the people who ended up revolting against the government.
She said some people do not know about certain government structures, their functions and how to access their services.
Manana tasked the Justice, Crime Prevention and Security (JCPS) cluster departments and councillors to regularly give feedback on progress made on expected services.
The JCPS cluster consists of Correctional Services, Home Affairs, Safety and Security, Justice and Constitutional Development, as well as police departments.
"Justice and Constitutional development needs to educate people about how the judicial system works since people usually complain about the immediate release of suspects," she said.
Manana said it was worthless for the government to interact with communities but not render services needed by them.
