This follows the discovery of the body of a man next to a rubbish site yesterday.
Captain Vincent Pandarum said: "An Umdoni municipality employee was raking up trash near the Sanathan informal settlement when he made the gruesome find.
"Suddenly, a human hand emerged above all the refuse he was gathering ....
"The body was covered in blood and grime, " said Pandarum.
