And that's not all - it turns out that Ntuli works for Erango 6, a Johannesburg-based company contracted to help the Gauteng housing department roll out RDP houses.
After the exposé in which Ntuli was captured on spy cameras illegally selling a low-cost house, he was suspended pending the outcome of a police investigation.
Sowetan tracked down Ntuli's bosses and some of his beneficiaries but none of them knew his whereabouts.
They said they had not heard from him since the report.
Ntuli made headlines last month when he ran away from TV cameramen and a Sowetan reporter, who confronted him about his shenanigans.
This was after he was paid a R3000 deposit for an RDP house in Thinasonke settlement in Eden Park, outside Alberton on the East Rand. A similar amount would have been paid when he handed over keys to the house.
Ntuli's illegal dealings came to light when a Mpumalanga man, who also paid a R3000 deposit for an RDP house, became fed-up after waiting for his house for six months.
The man, who has since laid fraud charges against Ntuli, spilt the beans to Sowetan.
More of Ntuli's victims have since come forward.
Pastor Paul Jacobs of Tehillah, an organisation that supports poor people in Eden Park, said he was approached by Ntuli in May this year.
He said Ntuli claimed he was the head of Gauteng's housing department and asked the centre to help him trace people who needed houses in the area.
"He took a list of all poor people looking for houses and promised to help them."
Victor Ngoma, managing director of Erango 6, said Ntuli's actions were shocking.
