Representatives of the de facto rulers rejected Sunday's proposal by the mediator Costa, Rica's Oscar Arias, that ousted leader Manuel Zelaya return as president in charge of a "reconciliation" government.

Arias, a Nobel Prize winner, warned Honduras was at the brink of "civil war and bloodshed".

Neither Acting President Roberto Micheletti nor Zelaya were in Costa Rica for the talks, while sources close to the negotiations said the two sides might meet again tomorrow. - Sapa-AFP
