Minister Nkosazana Dlamini-Zuma said last week that the department would register children at birth and take their fingerprints before they turned 16.
This is part of the department's effort to stamp out fraud and corruption.
Dlamini-Zuma said the department was trying to de-link the registration from the ID and birth certificate because at the moment it was a real weak link.
"When someone applies for an ID at the age of 29 or 30, though he has never been registered and does not have a birth certificate, how do you confirm if he is a South African at this stage?" she asked.
New mother Phindile Zulu thinks early registration is a great idea.
"It will help us access grants and register them at school easily."
Zulu said though her 11-day-old daughter did not yet have a birth certificate, she would get one soon to avoid problems in future.
Naledi Motshegare, who is eight months pregnant, praised the idea and urged parents to utilise it.
"I have already lined up names for my baby. I will choose one depending on the gender."
