Chances of Jacob Dladla ever returning to his post were dashed after he was found guilty on all charges against him yesterday.
The year-long disciplinary hearing recommended that Dladla be dismissed with immediate effect and without notice. Dladla was found guilty of, among other charges, manipulation of the Mbombela Stadium tender adjudication.
He was suspended last year after a forensic investigation - led by late municipal speaker Jimmy Mohlala - revealed his interference in the stadium tender process.
The council found him guilty of instructing the 2010 bid adjudication and evaluation committee to change their recommendations.
The committee found that Dladla used his position as municipal manager to have the Mbombela Stadium Joint Venture elected as the preferred bidder and to exclude all or most of the other recommendations and conditions.
Dladla allegedly ordered that various qualifications and conditions be removed from the final tender evaluation report.
This contravened the supply chain policy of the council in terms of the Municipal Finance Act.
Dladla's problems started in 2007. He appointed Differ Mogale as provincial co-ordinator for the 2010 Fifa World Cup. He allegedly did not have the authority to do so.
The council ruled that Dladla had irregularly and illegally appointed Mogale to the R480000-a-year post and that he had failed to exercise proper oversight over payments to various contractors.
Mogale was fired only to be reinstated later.
Mbombela municipal spokesperson Joseph Ngala yesterday refused to comment.
Dladla's lawyer Sandile July said they were in the dark about the matter.
"My client was refused several postponements concerning this matter. No one has officially informed us about the latest developments.
"As far as we are concerned, this matter is not over, not by a long shot," he said.
