Because many municipalities are in a "state of paralysis and dysfunction", there must be a way to support provincial and local governments to make certain that they are in a better position to execute their mandates. Hopefully the change in position of the aforementioned department will ensure that there is capability and accountability of provinces and municipalities with regard to the implementation of their constitutional mandate, hence it has been redefined.

One can only anticipate that matters of service delivery and efficient governance will now be realised owing to the new directive of the new department called Cooperative Governance and Traditional Affairs.

I trust that this ministry will ensure that government functions well. It is high time that provincial and local government is efficient and responsive. This department should strive to build a clean and accountable government and desist on corrupt practices.

Striking speeches and strategies without implementing the actual work counts for nothing. Nonetheless, if all is done accordingly, positive results can be realised bearing in mind that every cloud has a silver lining and if one focuses on the silver lining there can be harmonious government working like a well-oiled engine.
