Those who attended the event found it difficult to concentrate as a result of the chilly weather.
But Mathale would not let the weather deter him.
He spoke fondly about his government's plans to set up a task team to look into issues of responsibilities of departments and their possible renaming.
Among other things, Mathale said, they would create no less than 5000 public service job opportunities before the end of the year.
