Education was the worst department, with 113 employees who pocketed R20million. It was followed by health, where R4,5million was paid to companies linked to 62 of its employees.
The auditor-general commented that this "could be an indication of preferential treatment of such employee-related entities or fraudulent activities in the awarding of tenders or contracts".
This report is truly shocking and probably underestimates the collusion in tenders as bribes might be involved and shareholdings can be hidden.
If Gauteng Premier Nomvula Mokonyane is serious about cleaning up corruption in the civil service, she should take action against the officials identified in this report and ensure full transparency in tender procedures so that all conflicts of interest can be identified and prevented.
All tenders should be awarded on merit, rather than connections or improper influence. Otherwise service delivery suffers, especially for the poor.
