ANC regional chairperson John Mchunu blamed violence at the hostel on "people wanting to illegally occupy" rooms.
He said more than 40 people had died since 2004. "These acts of violence are not related to any issues of political intolerance, but are plain acts of criminality and thuggery. Those behind these acts are involved in the illegal allocation of the hostel units," he said.
Mchunu said linking the killings to political violence was "mischievous".
He said the eThekwini council had been called on to conduct an urgent investigation into the allocation of units so that illegal occupants could be dealt with .
