Ronaldah Ngidi, an attorney at the Child Law Clinic at the University of Pretoria, says children have a right to shelter.

Ronaldah Ngidi, an attorney at the Child Law Clinic at the University of Pretoria, says children have a right to shelter.

"The Constitution states that children have a right to basic nutrition, shelter, health and social services.

"If the children stay with one of the parents, then both parents are responsible for providing the children with shelter and food.

"The state is responsible for the children when both parents are not available," she says. - Penwell Dlamini
