Justice department spokesperson Zolile Nqayi said staff were refusing to go to their workplace after a fire broke out on the 12th floor of their building on Tuesday.
He said the fire started as a result of human error and was extinguished.
However, the demonstrators maintained that it was not safe for them to enter the building and they wanted it repaired. - Sapa
