In a bid to disseminate knowledge, the National Credit Regulator will be taking the National Credit Act to people with visual disabilities from today until the end of this month.

NCR education and strategy senior manager Peter Setou said the regulator would fund a joint project to be led by the South African National Council for the Blind (SANCB) to train 20 visually impaired people on a two-day Train the Trainer Programme. The training will focus on the NCA and the roles and responsibilities of the NCR, a body which was formed to regulate the NCA.

Setou said the NCR had undertaken the responsibility of managing the implementation of the first phase of the project.

The SANCB will also make available their training facilities and equipment to allow for an effective and efficient training environment, said Setou.

The second phase of the project would be about training the visually impaired people into becoming debt counsellors in order to enable them to service their constituencies and the general public.

Setou said it was envisaged that through this project both the NCR and the SANCB would work towards educating consumers on the NCA. "This project will be the first programme for blind people in South Africa that is tailor-made for personal finance management and debt counselling services," he said.

Chris Budeli, of the SANCB, commended the NCR for this initiative of making the NCA accessible to the blind. "This knowledge couldn't have come at a better time," said Budeli.

The NCA of 2006 is aimed at regulating the credit granting industry, curbing reckless lending and ensuring that consumers are protected from harmful business practices.

Transactions that fall under the NCA include loans and other credit from banks, including mortgages, overdrafts, credit cards, vehicle finance and any other personal finance, furniture finance, clothing accounts, micro-loans and pawn transactions and any other type of credit provided to a consumer.

Training would be held today and tomorrow, and on Monday and Tuesday at the SANCB offices at 514 White Street, Bailey's Muckleneuk, Pretoria.
