The province's department of developmental local government and housing MEC Howard Yawa yesterday said Phakoe was shot outside his house at about 9pm.
Yawa condemned the murder as a "cowardly and heinous act that has robbed communities of a forthright, assertive and hardworking public representative".
He cautioned against speculation and urged the community to come forward with information that might assist the police and lead to the arrest of those responsible.
