Bam was speaking in Durban during the signing of the electoral code of conduct by different political parties in KwaZulu-Natal.
She said in total there would be 151 political parties contesting national and provincial elections.
"On top of that, we have registered 23,1million people on our voters' roll and 27percent of them are young people.
"This is indeed history, because we have never seen such interest before - where young people show such enthusiasm in the country's democracy."
Bam also announced that "new mechanisms" would be introduced to ensure that the elections were "transparent".
"Voters will be counted at the various voting stations and party representatives will sign after the counting is done." - Canaan Mdletshe
