The system will include free-fee schools to make education accessible to the poor. In addition, every state school will be required to accept a minimum percentage of non-fee paying pupils. The party will also institute a nationwide bursary voucher programme aimed at the most academically promising 250000 pupils from low income families.
These policies are contained in the DA's election manifesto which was launched in Johannesburg on Saturday.
The party wants to increase the number of teachers by working with universities to establish satellite training campuses in remote areas. There will also be full study bursaries for quality candidates who undertake to teach in specific underprivileged areas.

Speaking at the launch DA leader Helen Zille said her party's manifesto was "unashamedly pro-poor and was not aimed at poverty alleviation but its eradication by creating opportunities for all South Africans". -Ido Lekota
