When she queried this with her principal, he told her that this happens almost every year with other students.
He told her that other students made enquiries, but with no success.
Students were told that their exam papers had been lost at the department's offices.
I doubt we will receive any kind of positive assistance from the department. What other avenues should we follow?

I am not really sure what avenues you should follow now, but my suggestions are that you first contact the National Abet Board to air your grievance and to find out what can be done by the people in charge of the national department.
If they can't help, or show no inclination to do so, try contacting the Department of Education to report this problem, and ask for their assistance about correcting it.
If the Education Department doesn't help, report whoever your wife did the course through to the web-based consumer complaint service hellopeter.com
Other than that, I suggest you demand that your wife writes the exam again at no extra cost and that the people who took her money for the course give you a written guarantee that her exam paper will be marked and that she will get her results.
