US authorities had issued a statement to governments across the world that no foreign delegations would be invited to today's inauguration ceremony.

"South Africa will be represented at the inauguration ceremony at an ambassadorial level," spokesman Ronnie Mamoepa said.

Motlanthe has already conveyed a congratulatory message to Obama on his "historic" winning of the election.

In it, the president said Obama's election carried with it hope for not only millions of Americans, but also millions of people in Africa and the diaspora. - Sapa
