More than half of South African pupils receive free education.

Schools are placed in five quintiles according to location, infrastructure and socio-economic status.

The government has declared all Quintile 1 and 2 no-fee schools.

But as of last October Eastern Cape, Free State, Gauteng, Limpopo, Northern Cape and Western Cape extended this to Quintile 3 schools.

Gauteng education department spokesman Nanagolo Leopeng said: "We give parents who cannot afford fees an opportunity to apply for an exemption."

She said that about 710000 pupils in the province received free education last year. This year the number has increased to 896532.

Parents of a pupil at a "fee-charging" school can apply for exemption from the school governing body.
