The forum held a rally at OR Tambo Stadium in Elandsdoring at the weekend to voice its concerns.
Forum spokesman Bafana Dube said councillors in the Elias Motsoaledi municipality would be summoned to another meeting and asked to show their support by resigning.
He said all schools in the the area would be closed until Local Government Minister Sicelo Shiceka visited the area.
Dube said the area would be made ungovernable unless Shiceka assured residents Moutse would be part of Mpumalanga.
The forum also threatened to boycott the coming elections if their demands were not met. - Michael Sakuneka
