The cabinet has transferred the role of building houses from provincial governments to local municipalities, but some analysts have already questioned the wisdom of the decision.

Government spokesman Themba Maseko said this was necessary because "priorities are being set at national level but not being implemented at provincial level".

"Funds are sometimes diverted to other priorities."

He said removing responsibility for housing delivery from provincial departments did not mean that these departments would become irrelevant.
