One of the unpalatable idiosyncrasies of our democracy is failure of the government and its organs sometimes to exercise their prerogative where most needed.

This state of affairs has often prompted criticism that our government sometimes behaves as though it is still in the trenches of yesteryear's struggle.

Take the Education Department, which is shirking its responsibility by referring the issue of teachers' dress code to the South African Council of Educators for a decision.

As an employer, the department should be the one that determines the dress code and tells principals to monitor the way their staffs dress rather than beating about the bush.
