For years people at Winnie Mandela squatter camp in Ekurhuleni have been promised government houses. The houses were built, but they still live in their shacks.

As in so many cases, corrupt officials in the housing departments allegedly allocated the homes to folks willing to pay the bureaucrat.

Surely it would be simple to check if the occupier is the registered owner. You can bet that any evicted resident would hand over the civil servant who gave him the house.

We could kill two birds with one stone: unmask the cheats and supply houses to the needy. And that would be real service delivery.
