After his team needed an 88th minute equaliser to capture a point in the Group G match, Wenger hit out at the performance of Spanish referee Luis Medina Cantalejo in Kiev.
"The referee should have sent off the left-back [Andriy Nesmachniy] three times at least during the game because he destroyed Walcott," the Arsenal manager said.
"And it is the same referee who gave Kiev a penalty which you [the Ukraine media] did not complain about."
After Arsenal hit back to equalise through William Gallas, Wenger was annoyed that his team didn't get the full amount of injury time to try and get a winner.
"I wanted to understand how we had only three minutes of injury time, and then only played one minute," the Arsenal manager said.
"Every referee looks to have a different computer to calculate the time and still I do not know and really understand how it works. It looks like it is through the inspiration of the referee and he could not explain it. He just said it was enough.
"They looked very tired, but the game was finished because of the interruptions for injuries and stoppages. You could feel the game was there for the taking, but we had no more opportunity to play."

Gascoigne, 41, who has been battling alcohol and mental health problems, was held at a house in Gateshead, northern England, media said.

Gascoigne, who won more than 50 caps for England between 1988 and 1998, was detained under the Mental Health Act in February and again in June.
