South Africa cannot be accused of being inherently xenophobic with its history of labour migrants. Many married and settled in local communities where they were accepted as fellow Africans.

So, what has changed to turn South Africans into the kind of xenophobes HSRC research found were against illegal immigrants/refugees?

This matter has to be taken up by the government and civil society at large.
