Civil society organisations have come out against a new law that changes the manner in which the national budget is eventually drawn up.
The Draft Money Bill Amendment Procedure and Related Matters Bill allows Parliament to amend the budget after it has been drawn and tabled by the National Treasury.
Mfanafuthi Tsela of the People's Budget Campaign yesterday said they would prefer the annual budget to be negotiated in the National Economic Development and Labour Council (Nedlac).
"Unions and civil society want to be directly involved in planning how South Africa's money is spent," he said.
