The Department of Home Affairs is advancing its registration of foreigners displaced by the xenophobic attacks.
Home Affairs spokesman Siobhan McCarthy said they were about to complete the process in Gauteng.
"We have registered 2500 people in Gauteng and today [yesterday] we started in the Western Cape where 500 people were registered," said McCarthy.
Home Affairs began the process of issuing displaced foreigners with temporary identity documents in Midrand more than a week ago.
"We took their photographs, full names and fingerprints. They were immediately issued with identity cards."
McCarthy said the identity cards were for control, access to shelters and to enable refugees to move around the country legally.
Minors will also be documented.
"The number of people increased at meal times so we had to effect control measures at the shelters."
