Orlando Pirates chairman Orlando yesterday lashed out at soccer agents for creating what he described "as an artificial market".
A furious Khoza said this creation was not good for the development of football in the country.
"This is a money making scheme at the expense of the clubs. They ask a player to leave for overseas only to bring him back into the country through the back door.
"We have one of our former players being enticed with big monies. Even if the player is out of contract, when he comes back to the country the previous club that he played for should be made aware.
"It is also advisable for the agents to let the players decide on their future. When the players are in trouble, the agents are not there.
"You will only see them when it is that time of the year to renew or sign a contract. We (clubs) are the ones who have to run around when the players in trouble"
Khoza said when the PSL decided to give monthly grants to clubs, the aim was to enable them to develop players and employ administrators with proper skills.
The Premiership clubs receive a monthly grant of R1 million from the league, which Khoza says should be used for among others things, to develop players.
"We are working hard to develop players for Bafana Bafana. You can ask yourself how many players have been taken to England, Spain, France or Germany by agents.
"The clubs must be aware of this artificial market created by the agents. The issue of the agents needs to be discussed at some level.
"People are trying to create the impression that clubs have a lot of money as a result of the R1 million grant but it covers other things such as travelling and accommodation.
"Clubs also have to employ biokineticists, doctors, physiotherapists, masseurs and goalkeeper trainers. You have to remember that we also have staff members to pay."
