The Gauteng department of housing draws its mandates and priorities from the Gauteng Growth and Development Strategy.

The department has therefore developed its strategic plan for 2004 to 2009 in alignment with the strategic policy priorities and plans of the provincial government.

Implementation of its five-year strategic plan is informed by the national comprehensive housing plan, developed in response to the need to harness lessons learnt in housing planning and implementation for the past 10 years.

The provincial government therefore adopted the national human settlement plan, which has been further translated and customised into a provincial strategy with a view to attend to the challenges that are peculiar to Gauteng.

The plan highlights the shifts in the way that sustainable human settlements will be addressed. The objectives of the policy enables the department to achieve the following:

l Accelerating housing delivery as a key strategy for alleviating poverty;

l Utilising housing as a major job creation strategy;

l Ensuring that property can be accessed by all as an asset for wealth creation and empowerment;

l Leveraging growth in the economy;

l Combating crime, promoting social cohesion and improving the quality of life;

l Supporting the functioning of the entire single residential property market to reduce duality within the sector by breaking barriers between the first economy, residential property boom and the second economy slump; and

l Utilising housing as an instrument for the development of sustainable human settlements, in support of spatial re-structuring.

The human settlement plan provides a framework for the integration and building of homes in healthy and secure environments with clinics, schools, police stations and community facilities.
