A group of Hillbrow residents marched to the Johannesburg high court registrar's office yesterday to protest against alleged fraud and corruption at the deeds office.
The residents complain that the office is being used by agents to transfer flats in the city illegally and that its system is open to manipulation.
"I am fighting for the aged and vulnerable who Patricia Noah of PN Properties has rendered homeless," resident's leader Silvia Motlhabane said.
"People are kicked out and their homes are bought at ridiculous prices. The corruption that is going on here must stop."
But Noah hit back, calling the protesters "hijackers".
"These are owners who never paid their levies. As a managing agent it is my responsibility to recover the money.
"I repossess the flats legally and change locks through the sheriff of the court."
Motlhabane said more than 30 residents had been harassed and had their doors broken down.
Charges were laid at Hillbrow police station but nothing was done, Motlhabane said.
In the memorandum, the residents demand that the police commissioner establish a task team to deal with their cases and complaints.
They also demand that the deeds office stop all pending transfers of properties.
Officials of the high court received the memorandum.
