They say no witnesses have come forward nor has anyone tipped them off about who the perpetrators of the killings are.
No wonder.
The killings are said to be linked to a taxi war combined with a fight for control over the lucrative "sugars" - a mixture of the rat poison Rattex and heroin - drug trade.
"It simply cannot be coincidental that more 15 people have been killed in drive-by shootings in Chatsworth over a period of three years and none of the suspects involved in these murders have been brought to book," Chatsworth ANC councillor Visvin Reddy said.
"Clearly someone is not doing his job or someone is turning a blind eye," he said.
Chatsworth community policing forum chairman Logan Chetty said: "Most of these case are handled by the organised crime unit.
"We are in the dark. I think someone has to answer for these killings and someone has to answer where these dockets are going to and who's handling them."
In April 2006 a Durban newspaper quoted Chatsworth chief prosecutor Sureka Maharaj as saying: "There is a lot of corruption, including SAPS members who are on the payroll of drug dealers.
"We have drug users come to court for possession of 50 tablets and they are shocked and say they had more than 500 tablets when they were arrested."
The latest victim of the mysterious killing spree is Gerald Arumugam, 26, brother of taxi boss Duncan Arumugam.
He was shot at about 6.30pm in Chatsworth on Wednesday evening and treated for gunshot wounds to the chest and arm.
But it's not the first time members of the Arumugam family have been targeted and even killed in a drive-by shooting.
