City to finalise property tax queries 'by December'

The City of Johannesburg has received 21000 formal objections to its new property tax policy, out of 780000 properties in its books, it said yesterday.

The General Valuation Roll, which came into effect on June 1, sets out the market value of all properties in the city, and this value is one of the components used to work out the value of rates payable annually by property owners.

Some of the highlighted changes are property owner billing based on the value of the property and not land value, and sectional title owners being subject to individual billing for the first time.

The city said the main areas of objection to the roll were incorrect value of properties, incorrect owner information, incorrect property category, omissions, wrong street addresses and spelling mistakes.

Werner Sarvari, the director of valuation services for the city, said the city conducted an extensive campaign from February to May this year to ensure that every property owner had ample opportunity to inspect the roll.

"We will treat the late objections as queries and investigate them.

"We aim to complete the processing of all objections by December and we expect that the entire process - including appeals - would be completed by June 2009."
