The escapees were apparently assisted by two police officials.
"We are still busy with investigations so I cannot say what exactly happened, or which facility they escaped from," said Director Govindsamy Mariemuthoo.
He said one of the prisoners was re-arrested shortly after the 11 prisoners - being held for cases ranging from murder to robbery - escaped on Sunday.
The two police officials said to be involved in the escape have been arrested.
