Fifa president Sepp Blatter is seeking a mandate from the congress, which starts today in Australia, to revolutionise soccer.
The Premier Soccer League is hoping that the Fifa family will support Blatter in his quest to improve the beautiful game because they are already doing some of the things he hopes to implement in the game.
Some of the issues that Blatter will fight for include the reduction of leagues to 16 clubs, development of referees and the protection of African players.
Irvin Khoza, speaking before his departure for the congress, said: "Fifa has a project what they call the referees' assistant programme to assist the national associations.
"All over the world the referees are a discussion point. The programme is aimed at assisting the referees. The game is changing and there are a lot of challenges.
"The congress will also deal with the issue of violence and racism in football. The issue of the credibility of results will also be on the table for discussion.
"There is a moral challenge to the game which Fifa is trying to stamp out globally. Gambling has become a menace.
"Fifa has already set up warning systems to investigate if the people involved in gambling are manipulating the game and also influence the outcome."
Khoza said they supported Blatter's plan to ensure that clubs have more local players than foreigners, with the aim of building solid national teams.
"Fortunately for us in South Africa we are ahead of our game. We came up with that innovation long before Fifa came up with a pronouncement.
"We were also the first to introduce it and it's all systems go. Blatter is asking for a mandate from the national associations to enforce this rule worldwide."
On the protecting of African players, Khoza said: " The issue of naturalisation of Africans in other countries is a big problem.
"That is why I said we need to make the league (PSL ) strong for other people in Africa or South America to come and play here and make it very competitive."
