Eskom has applied for a bigger price hike than it actually needs, according to presentations to the National Energy Regulator of South Africa.

At the second day of public hearings into Eskom's request, which amounts to 100percent over two years, most submissions also stressed that the price increases should not take into account Eskom's estimated R2,5billion cost for demand side management, a cost which was only R200million before its application and which many presenters felt should not form part of the price determination anyway.

Trade union Cosatu said the crisis was not a result of lack of money, but "a political decision not to invest in Eskom".
