SAHRC blames hate crimes on state

Xenophobia and other hate crimes are manifestations of all the issues and policies that the government has failed to address, the SA Human Rights Commission said yesterday.

HRC chairman Jody Kollapen said hate crimes resulted from society's difficulty in dealing with "notions of the other", be it sexuality, nationality or race.

The commission criticised the state's failure to ratify international instruments which it says could have "prohibited the public advocacy of hatred against a person or groups of persons based on their race, ethnicity, gender or religion".

This, according to the SAHRC, was one of the findings included in the Human Rights Development report released yesterday.
