"Those offices will be doing operational roles and also monitor the services provided," said Dennis Mumble, the LOC's chief competitions manager.
"This is where the World Cup will be coordinated from. We have to have the offices up and running by October."
Mumble also announced that the LOC has embarked on a recruitment campaign for the 10 venue managers for the tournament.
"We have decided to start with the recruitment early because we also want to use them for the Confederations Cup to gain more experience.
"There are people that we have identified but I can't reveal their names at this stage because we are still dealing with the issue of their contracts.
"Some of them are still employed elsewhere, we are also in the process of recruiting permanent staff to assist in offices.
"We are canvassing all the internal (LOC) departments for the type of people and skills they will be looking for to work in offices in the host cities."
Victor Ramathesele, former Bafana Bafana medico, is heading the LOC's medical division. He is attending a Fifa medical commission meeting in Switzerland. Mumble said the LOC was in the process of finalising employment for 10 medical officers for the 10 venues.
"We will also be establishing a Medical Advisory Board, which will also comprise the venue's medical officers.
"It will ensure broad consultation with key players in sports medicine, emergency medicine and medical activities of the LOC. The board will also establish and maintain key strategic relationships with various institutions and players in doping control services."
