"The man, 51, is alleged to have raped his daughter early on Tuesday morning," said police spokesman Captain Mega Ndobe.
The child's mother was on her way to work when the rape is said to have taken place.
"When she later washed her daughter's underwear she saw blood and asked what had happened," said Ndobe.
