A universal phenomenon that dogs governments is the wanton waste of taxpayers' money through omission or on fruitless projects.

It is a malpractice that invariably irks taxpayers to no end and which they can do little about in many cases, except to express outrage.

This would seem the case, for instance, in the saga of the Department of Home Affairs, which has been castigated by the Auditor-General for wasting more than R56 million on the detention of illegal immigrants who did not exist.

This has happened because the department is locked into a contract in which it had to pay a contractor for a fixed number of immigrants, regardless of the actual number detained.

What a mess!
