City Power's Louis Pieterse dismisses rumours that privileged citizens such as Nelson Mandela, Trevor Manuel and Tito Mboweni are exempt from blackouts.

He says it is technically impossible to exclude select houses or suburbs when load- shedding.

The municipal system is divided into circuits for different areas determined by their demand for power. Engineers can only switch off a complete circuit and not individual households.

"Only people with their own household generators can keep the lights on during a blackout," said Pieterse.
