He says that she "explained the situation", but why was she also quoted as saying that it was a "mystery" why nurses used boxes instead of cribs for babies?
Starve the hospital of funds, strangle management with red tape and do little about huge staff shortages, and this is what happens, not just at Bara but at hospitals across the country.
The problem is far larger than babies in boxes and the minister can't escape her responsibility.
