In a briefing to North West's legislature, he said it was possible to obtain an unqualified audit report if the basics in control systems were in place and constantly monitored by the leadership.
Nombembe was commenting on the outcome of the province's audit results. Only three of the province's departments received unqualified financial opinion. Eight departments had qualified opinions and two received unqualified opinions but with concerns under "other matters" during the 2006-07 financial year.
"Most of these problems are basic internal control compliance issues that require monitoring by the leadership," said Nombembe.
"Structural internal control issues seem to be confined to asset management, and a few departments have challenges beyond asset management." - Sapa
